MNRE gives inverter makers until 16 September to confirm rooftop data stays in India
A ministry notice dated 17 August 2026 requires inverter manufacturers supplying PM Surya Ghar to confirm in writing that all inverter-level data from Indian rooftops is held on servers inside India. The deadline is 30 days.

On 17 August 2026, the Ministry of New and Renewable Energy issued a notice titled "Compliance of guidelines issued by MNRE regarding inverter level generation data and storage of inverter-level data of Rooftop Solar systems."
It is a short document with a specific demand, and it is aimed at manufacturers rather than at households. But it concerns data generated on household roofs, which makes it worth understanding from the ground.
What the notice requires
The core requirements reported from the notice are:
- All inverter OEMs and manufacturers enlisted to supply under PM Surya Ghar must provide written confirmation to REC, with a copy to MNRE, within 30 days of the memorandum's issue — that is, by 16 September 2026.
- The confirmation must cover adherence to the secure communication guidelines already issued, and must verify that all inverter-level data resides on servers or cloud platforms located within India.
- Application servers, monitoring and control servers, cloud platforms and associated real-time data must sit within India's geographical boundaries, in an encrypted, secure and protected environment.
- The warranty on the data logger must be included within the overall inverter warranty.
Daily generation reporting through a standardised API to the central platform is part of the same framework.
This did not appear from nowhere
The August notice enforces a structure MNRE has been assembling for over a year. Earlier steps include compliance requirements issued in July and December 2025, and a memorandum dated 27 March 2026 setting testing guidelines for inverter Remote Monitoring Systems (RMS) and data loggers.
That framework specifies how the equipment talks to the government platform: communication between RMS devices and the centralised IoT platform encrypted using AES-256 over TLS or SSL, each RMS identified by its IMEI number, and machine-to-machine SIM communication for the data link.
The August notice is the compliance checkpoint on all of it — the ministry asking manufacturers to state, on the record and in writing, that they are doing what the guidelines require.
Why data residency, specifically
A rooftop inverter that reports generation to a cloud platform is producing a continuous, geolocated record of a household's electricity behaviour, at scale, across millions of homes. Aggregated, it describes generation patterns across the national grid.
MNRE's stated concern in this programme has been protecting against data leakage and cyber threats in an IoT deployment that now spans over four million systems. Requiring that the data stay on Indian infrastructure, encrypted, is a jurisdictional control: it keeps the records within the reach of Indian law and outside the reach of foreign disclosure regimes.
The warranty clause is quietly significant
Requiring the data logger's warranty to sit inside the inverter warranty closes a gap households were unlikely to notice until it mattered. Monitoring hardware has historically been treated as an accessory — sometimes warranted separately, sometimes for a shorter term, sometimes not at all.
Under a scheme where the data logger is not an optional extra but the mechanism through which generation is reported, a failed logger is a compliance problem as well as an inconvenience. Folding it into the inverter warranty means the manufacturer carries it for the same term.
What this means for a household
You have no filing to make. The obligations here fall on manufacturers and on REC. But the notice changes what you should expect from your installation.
Your system will report generation data, and that is by design. If your installer describes monitoring as an optional upgrade to be paid for separately, that does not match how the scheme is now structured.
Ask whether the data logger is covered under the inverter warranty, and for how long. Since 17 August 2026 the answer should be that it is included.
Expect the monitoring to work. A commissioned system that never appears on the portal is not a minor loose end — reporting is part of the framework the equipment was approved under.
Ask which inverter make and model is being supplied, and confirm the OEM is enlisted under the scheme. Only enlisted OEMs are subject to this notice.
